Monitoring & Evaluation Specialist

Job Summary

The Monitoring & Evaluation Specialist will coordinate the design, implementation, and continuous improvement of the results-based M&E/MEAL system for the regional "Improving the Prevention of Female Genital Mutilation in the Horn of Africa (FGM Prev)" programme across Ethiopia, Somalia, and Sudan. The role provides strategic M&E advice to program management, oversees data quality and reporting, and strengthens the capacity of implementing partners and civil society organizations.

Key Responsibilities

• Coordinate the development, implementation, and continuous enhancement of the programme's results-based M&E/MEAL system across Ethiopia, Somalia, and Sudan.
• Provide strategic M&E advice to the Head of Programme, project managers, and technical teams to inform adaptive management and decision-making.
• Design and regularly review results frameworks, indicators, baselines, targets, and monitoring plans integrating gender and inclusion dimensions.
• Oversee the collection, verification, consolidation, and qualitative/quantitative data analysis from programme activities and implementing partners.
• Develop and maintain practical M&E tools, databases, dashboards, and robust data-quality assurance mechanisms.
• Plan and technically coordinate evaluations, baseline studies, and reviews, including drafting Terms of Reference (ToRs) and managing recommendations.
• Build the M&E/MEAL capacities of program staff, civil society organizations, and local networks through tailored training, coaching, and technical guidance.
• Facilitate knowledge management, document lessons learned, and ensure high-quality M&E contributions to donor and institutional reporting.

Qualifications

• Education: University degree (Master’s degree preferred) in Monitoring and Evaluation, Development Studies, Economics, Social Sciences, Statistics, Public Policy, or a related field.
• Experience: Minimum of 7 years of relevant professional experience in results-based M&E/MEAL, including substantial experience in international development cooperation and complex, multi-partner programs.
