The Procurement Officer oversees the timely, ethical, and cost-effective acquisition of goods, services, and civil works required for EBPE's operations and facility developments. Reporting within the Supply Chain / Procurement Unit, the officer enforces compliance with the Federal Public Procurement and Property Administration Proclamation, Public Procurement Directives, and internal regulations. Key priorities include preparing tender documents, supplier sourcing, bid evaluations, contract monitoring, and maintaining audit-ready transaction records.
Key Responsibilities1. Procurement Planning & Requisition Verification
Assist in formulating the annual procurement plan based on cross-departmental requirements.
Review and verify purchase requisitions to ensure complete technical specifications, proper authorization, and budget availability.
Consolidate department requisitions to achieve economies of scale and update procurement tracking schedules.
2. Sourcing, Tendering & Bid Evaluations
Draft standard Bidding Documents, Requests for Quotations (RFQ), and Requests for Proposals (RFP).
Maintain an updated roster of FPPA-registered suppliers and manage bid publications and public bid-opening sessions.
Serve on procurement/evaluation committees to perform commercial and technical bid evaluations based on "Lowest Evaluated Bid" or "Quality and Cost-Based" criteria.
Draft purchase orders, formal supply contracts, and performance security agreements.
3. Contract Management, Receiving & Compliance
Track order delivery timelines, handle freight coordination, and manage Incoterms for imported raw materials.
Coordinate with store and quality control teams during inspection and receiving to verify item specifications.
Process supplier claims, apply liquidated damages for delays, and resolve disputes in coordination with the Legal Unit.
Maintain complete, organized audit trails for internal and Federal Auditor General reviews, upholding transparency and fairness.
Educational Background: Bachelor's Degree in Procurement & Supply Chain Management, Logistics, Business Administration, Accounting, or a related field.
Legal & Regulatory Expertise: In-depth knowledge of the Ethiopian Federal Government Procurement Proclamation and FPPA Directives.
International Trade: Familiarity with international purchasing, shipping documentation, customs clearance, and Incoterms (specifically for pharmaceutical raw materials).
Technical Skills: Proficiency in MS Office Suite and hands-on experience with ERP/Procurement software systems.
High integrity, negotiation skills, and ability to manage tight operational deadlines under pressure.
Detail-oriented approach to reviewing technical specifications and invoice verifications.
