REACH Ethiopia ድርጅታዊ ፖሊሲዎችን እና መመሪያዎችን ለመገምገም፣ ለማስተባበር፣ ለማዘመን እና ለማዘጋጀት የማማከር አገልግሎት ለመስጠት ብቁ የሆኑ ግለሰብ አማካሪዎችን እና የማማከር ድርጅቶችን ጥሪ ያቀርባል። ምክር አገልግሎቱ የREACH Ethiopia ነባር ፖሊሲዎችን፣ መመሪያዎችን እና አሰራሮችን ይገመግማል እና ውስጣዊ ቁጥጥርን የሚያጠናክሩ፣ ሚናዎችን እና ኃላፊነቶችን የሚያብራሩ፣ የአሰራር ወጥነትን የሚያሻሽሉ እና ከሚመለከታቸው የኢትዮጵያ ሕጎች፣ ደንቦች እና የለጋሽ መስፈርቶች ጋር መጣጣምን የሚያረጋግጡ ተግባራዊ እና የተስተባበሩ መመሪያዎችን ያዘጋጃል። ስራው የሚከተሉትን ቁልፍ መስኮች ይሸፍናል፡ ፋይናንስ እና የፋይናንስ አስተዳደር፣ ግዥ፣ የሰው ኃይል አስተዳደር፣ የወጪ ድልድል፣ የተሽከርካሪ አስተዳደር፣ የአይቲ እና የኢሜይል አስተዳደር። አማካሪው ከባለድርሻ አካላት ጋር ምክክር ያደርጋል፣ ክፍተቶችን እና አለመጣጣሞችን ይለያል፣ አግባብነት ያላቸውን የሕግ እና የለጋሽ ተገዢነት መስፈርቶችን ይገመግማል፣ ተገቢ አሰራሮችን እና የስራ ፍሰቶችን ያዘጋጃል፣ እንዲሁም መደበኛ ቅጾችን፣ አብነቶችን እና መሳሪያዎችን ያዘጋጃል። ፍላጎት ያላቸው አማካሪዎች/ድርጅቶች በድርጅታዊ ፖሊሲ/መመሪያ ልማት ውስጥ አግባብነት ያለው ልምድ ሊኖራቸው ይገባል፣ በተለይም በኢትዮጵያ ውስጥ።
REACH Ethiopia invites qualified individual consultants and consulting firms to express their interest in undertaking a consultancy to review, harmonize, update, and develop REACH Ethiopia's organizational policies and manuals. The consultancy will assess REACH Ethiopia's existing policies, guidelines, and procedures and develop practical, harmonized manuals that strengthen internal controls, clarify roles and responsibilities, improve operational consistency, and ensure alignment with applicable Ethiopian laws, regulations, and donor requirements. The assignment will cover the following key areas: Finance and Financial Management, Procurement, Human Resources, Cost Allocation, Fleet Management, IT and Email Management. The consultant will also conduct stakeholder consultations, identify gaps and inconsistencies, review relevant legal and donor compliance requirements, develop appropriate procedures and workflows, and prepare standard forms, templates, and tools. Interested consultants/firms should have relevant experience in organizational policy/manual development, preferably within Ethiopia.
