- Prepare sourcing plans from approved project and administrative requests, bills of quantity, technical specifications, budgets, and delivery schedules.
- Identify and qualify local and overseas suppliers and maintain price benchmarks, market intelligence, and alternative sources for critical requirements.
- Issue RFQs and RFPs, coordinate technical clarifications, compare commercial offers, and submit supplier recommendations for approval.
- Negotiate price, lead time, payment terms, Incoterms, warranty, quality, delivery terms, and after-sales support while protecting project budgets and margins.
- Coordinate purchase orders and contracts and follow manufacturing, order readiness, and supplier delivery commitments through completion.
- Evaluate supplier performance, resolve sourcing gaps, expedite urgent purchases, and provide timely status updates to requestors and project teams.
- Plan telecom implementation material transport from ADIU or client warehouses and regional hubs to project sites, including approved return movements.
- Review client purchase orders, work requests, site lists, material documents, dimensions, weights, access conditions, delivery priorities, and security risks before dispatch.
- Design routes and delivery sequences, select the correct truck type and capacity, and consolidate loads or sites where practical.
- Source, prequalify, mobilize, and manage third-party transporters and negotiate route rates, distance categories, waiting time, offloading, last-mile, SLA, and framework-agreement terms.
- Verify vehicle availability, roadworthiness, insurance, driver credentials, safety equipment, and load-securing arrangements before dispatch.
- Coordinate loading, dispatch, tracking, site access, offloading, and handover with transporters, warehouse teams, project teams, and client representatives.
- Resolve breakdowns, route restrictions, delivery refusals, security incidents, and other delivery disruptions through prompt recovery and escalation.
- Complete proof of delivery, validate transporter invoices, and close each assignment through reconciliation and payment support.
- Maintain sourcing, supplier, transporter, dispatch, delivery, cost, and issue trackers using approved ERP, TMS, GPS, and reporting tools.
- Prepare daily updates, weekly plans, and monthly reports covering sourcing status, delivery performance, costs, revenue and margin exposure, and unresolved risks.
- Confirm commercial coverage for transport requests and escalate missing or incorrect purchase orders, routes, rates, or scope before costs are incurred.
- Monitor sourcing cycle time, supplier delivery, savings, telecom delivery performance, transport cost, proof-of-delivery closure, and transporter SLA results.
- Coordinate with Project, Technical, Finance, Property and Inventory Management, Warehouse, QEHS, suppliers, transporters, and telecom partners.
- Lead assigned sourcing and transport personnel and maintain compliance with ADIU policies, procedures, Finance controls, QEHS requirements, and transport and safety regulations.
