The Human Rights Officer for Monitoring and Investigation manages individual human rights complaints, plans and executes monitoring missions for places of detention and emergency situations, and produces authoritative reports with actionable recommendations. Operating within a dedicated human rights institution, the role also develops advocacy strategies, builds stakeholder partnerships, and contributes to systemic institutional investigations. (Note: This is an affirmative action vacancy restricted to female candidates).
Key Responsibilities
- Complaint Management & Investigation: Receive, assess, and manage individual human rights complaints, conducting thorough investigations in coordination with senior officers.
- Detention & Emergency Monitoring: Conduct scheduled and ad-hoc monitoring visits to places of detention and emergency-affected areas, drafting comprehensive findings reports.
- Recommendations & Advocacy: Formulate practical human rights recommendations and develop strategic advocacy and follow-up plans to ensure implementation.
- Systemic Research: Identify and propose areas for systemic human rights investigations, conducting specialized legal and contextual research.
- Stakeholder Engagement: Manage partnerships, coordinate with relevant institutional stakeholders, and contribute to the revision of internal guidelines, manuals, and investigation tools.
Educational Qualification & Experience Requirements
- Education: Master of Arts (MA), Bachelor of Laws (LLB), Master of Laws (LLM) in Law, Human Rights Law, or International Law.
- Experience: Minimum of 4 years of relevant professional experience for BA/LLB holders, or 2 years of relevant experience for MA/LLM holders.
- Language Proficiency: Mandatory fluency in Amharic; knowledge of additional local languages is highly advantageous.

- Computer literacy with proficiency in Microsoft Office applications (Word, Excel, Access, Publisher, Outlook, PowerPoint).
- Strong investigative, legal analysis, and reporting capabilities.
