Job Summary
Winrock International is seeking a Finance, Administration, and Operations Manager for Phase II of its Conrad N. Hilton Foundation-funded project, which aims to solarize existing diesel-powered community water supply pumps across 30 Ethiopian communities using a lease-to-own model. The role ensures independent, high-precision management of project finances, payroll, HR, travel logistics, results-based grant administration, and office operations in full compliance with donor requirements, internal policies, and local regulations.
Key Responsibilities
- Financial Management: Manage weekly and monthly financial submissions to the regional office in Nairobi, track expenditures against budgets, conduct monthly spending forecasts, and review all transactions and documentation for compliance.
- Human Resources & Payroll: Oversee monthly payroll processing, monitor leave accruals and 13th-month benefits, manage onboarding/offboarding personnel changes, and maintain secure personnel and timesheet files.
- Staff Travel Coordination: Plan and coordinate logistics and travel arrangements for field-based technical activities, book tickets and venues, and manage travel advances and expense report reconciliations.
- Results-Based Grant Management: Supervise a Grants Administrator, collaborate with technical teams to issue and modify results-based grants to solar developers, monitor milestones, and review milestone invoices for compliance.
- Office Administration & Procurement: Lead local procurement for office leases, furniture, and IT equipment, secure vendor quotes, oversee office inventory, and ensure timely local payments.
Qualifications
- Education: Academic degree in finance, business administration, financial accounting, or a related field (Master’s degree strongly preferred).
- Experience: Minimum of 8 years of progressive finance and administration experience on donor-funded projects, with demonstrated ability to manage country-office functions independently; accounting or auditing certifications are highly preferred.
Required Skills
- Technical Skills: QuickBooks accounting software, payroll and benefits management under Ethiopian labor laws, results-based grant administration, donor compliance, and procurement.
- Core Skill Tags: Decision-making skills, accounting, analytical thinking and problem-solving skills, excellent computer skills (Microsoft Office suite, Outlook), and meticulous attention to detail.
